Weird Characters

I've copied and pasted content from the web, on a web page that was originally encoded in UTF-8. I'm not sure that it has anything to do with this issue, but I keep getting character strings like this '�' when I populate the editor. The populated data comes from a mysql database and was originally persisted using the WYMEditor. Any ideas?

WYMeditor uses the encoding set by the browser, and won't modify it.
I'd double-check that everything is set to UTF-8 (JS and HTML files, HTTP Content-Type header, MySQL, DB, ...).
