Hey sorry i am on vacation, so did not see this message.please see my answers inline.
Are you sending any other headers from the server? Some server side scripting languages like PHP might do that some times, depending on the server configuration. Such headers will override what you're specifying in your meta tags.
- If the headers are overridden by server,then how it's working for Mozilla.So does this happens only for IE?
If you cant figure things out, do you think you could set up a test page? That would make it a lot easier for us to help you!
-Do you need any other information other than test page.Actually we are using mod_perl enabled apache
server for our site.
